Elites and emergence of constitutionalism: a socio-cultural development vector

Abstract

The contents of the article analyzes the emergence and development of the political elite, its socio-cultural and legal framework for the evolution of the Russian state-legal organization. Marked cultural identity publicly-imperious interaction between society and the political elite, drew attention to the geopolitical and political and economic aspects of the constitutional and legal policy of the modern state. The authors discussing the problems of forms of elite influence on constitutional law-making, shows the mechanisms of influence of political elites both in legislative activity in general and on the development of long-term and short-term strategic decisions. In the final part of the work discusses the need for the formation of the constitutional and legal policies that: firstly, should be established to implement the Basic Law of the legal framework for the development of society; secondly, take into account the socio-cultural requirements and specifics of the constitutional-legal relations; Thirdly, should be aimed at improving the interaction between the political elite with the population of the country, to reduce, if not economic, the social and political distance between them. The authors conclude that sustainable socio-cultural, and constitutional and legal development, prosperity and stability of the state - is the result of combining the interests of the political elite and the population.
